The Planning Department provides for the orderly growth and development of the Town of Zebulon.   The duties of the Planning Department can be classified into five major categories:

  • Current Planning

Enforces the Town of Zebulon Code of Ordinances regarding land use, subdivision, permitted uses, zoning, signs and open-air sales etc. Manages the Technical Review Committee that reviews site development.  Serves as staff support to the Board of Adjustment and the Planning Board; administering proposals such as Special Use Permits, Conditional Use Permits, rezoning requests, and annexation procedures to each of these Boards as well as the Board of Commissioners.

  • Code Enforcement

The Planning Department is responsible for the enforcement of town ordinances relating to abandoned, junk or nuisance vehicles; garbage, trash and debris on private property; high grass and weeds and the minimum housing code.

  • Geographic Information Services

Partnering with Wake County, the Town of Zebulon maintains a computerized system of geographic data used to analyze features and infrastructure that impacts planning decisions.  With GIS data the Planning Department produces thematic maps, graphics, and aerial photos for land use analysis in planning initiatives, crime analysis, parks and recreation planning, public works utility and maintenance programs and economic development presentations.

  • Long Range Planning

Prepares and updates the Town’s multi-modal Transportation Plan, Open Space Master Plan, Hazard Mitigation Plan and General Plan.  Maintains and updates information on the Town’s population, housing and employment characteristics for economic development purposes.  The department also initiates and responds to grant and funding opportunities.
